The North Carolina Department of Insurance is the North Carolina agency responsible for the licensing and financial regulation of Nonadmitted Domestic Surplus Lines Insurers under Chapter 58, Article 21 of the North Carolina General Statutes (The Surplus Lines Act).
Filing an Application for a North Carolina Nonadmitted Domestic Surplus Lines Insurer License
New companies wishing to be licensed as a Nonadmitted Domestic Surplus Lines Insurer in North Carolina must apply for a license.
To apply for a license, a new company must use the following:
Applications for Nonadmitted Domestic Surplus Lines Insurer licenses will be reviewed by the Financial Analysis Section.

Annual License Renewal
Every nonadmitted domestic surplus lines insurer must submit a license update form and pay a nonrefundable renewal fee by January 1 each year in order to retain its certificate of authority. To pay renewal fees electronically, use the Electronic Payment Option.
